New Union Project: Nominations and elections to Representative Positions in the former CPSU Constituency in 2018.
- Branch Officers & Committee:
All Branches will transfer on amalgamation date as is. CPSU standing orders and procedures will continue to apply. Elections will take place at Branch AGMs as currently in December & January and will be notified to the General Secretary as normal. Branch Secretaries and Chairs will be required to attend National Consultative Council at least twice a year as well as at least one Divisional Consultative Council.
- National Committees
All former CPSU National Committees will transfer on amalgamation date with existing procedures and Standing Orders in place. Nominations from Branch AGMs, National Committee AGMS and Officers elections will be as normal.
- Divisional Executive Councils (DEC):
The CPSU Executive will be replaced by two Divisional Executives – the Civil Service Executive Committee and the Services & Enterprise Executive Committee. These will be elected at a Conference of each Division in April 2018.
In the case of the Civil Service Divisional Conference there will be an election for Chair and an election for two Vice Chair positions to be filled by secret ballot of all delegates. One of these must be a former CPSU member – the others successful candidates will be from the former IMPACT Civil Service and the former PSEU. Nominations will be made by the former CPSU Branches at their AGMs in December & January according to existing procedures for nomination to former President & Vice President positions in the CPSU.
The 10 ordinary seats reserved for former CPSU candidates on the Civil Service Divisional Executive will be filled by secret ballot by the delegates at the Divisional Conference who have been nominated by the former CPSU Branches at their AGMs in December /January in line with existing CPSU procedures.
In the case of the Services & Enterprises Division there will be four ‘additional’ ordinary seats to be filled by election in a secret ballot that will facilitate the election of candidates from the former CPSU constituency at the Divisional Conference. Candidates will be nominated by the former CPSU Branches at their AGMs in December/January in line with existing procedures. Nominations for the position for Chair and Vice Chair will be made by former CPSU Branches at their AGMs in December/January in line with existing procedures for election to the former positions of CPSU President & Vice President.
- National Executive Council (NEC)
There will be a national Conference of the New Union in May 2018. The positions of President, Treasurer and Vice Presidents (3 posts) will be filled by secret ballot in three separate elections at the Conference. All Branches may nominate a candidate for this election according to the procedures of each former union. One candidate from each division will fill each post. In this way the Civil Service & Services & Enterprises Divisions are guaranteed one of the five senior officer posts.
The Chair and Vice Chairs of each Division elected at the respective Divisional Conferences will be members of the NEC.
In the case of the Civil Service Division a further 7 seats on the NEC will be filled by single election at the Divisional Conference in April 2018 from the incoming Divisional Executive (elected first at the Conference).
In the case of the Service & Enterprise Division, in addition to the Chair and Vice Chair, a further seat on the NEC will be filled by election at the Divisional Conference in April 2018 from the incoming Divisional Executive (elected first at the Conference).
- Equivalent/Professional Grades Committees
Provision is made for the setting up of Committees for Clerical Officers and Executive Officers and their equivalents in other sectors from the outset. One of the General Secretaries is specifically tasked with getting the structure operational. The Divisional Executives and NEC will be central to the establishment of the structure, procedures and resources.
The role of Trustee in the New Union is different to that of the CPSU. Three Trustees will be elected at the National Conference in May on the nomination of the Branches at their AGMs in December/January. They cannot be members of the NEC, a DEC or be an employee of the union at the same time. One of the three must be from the Civil Service Division.
Each Division of the New Union will elect two members for the Standing Orders Committee at their respective Divisional Conferences from nominations from the Branches at their AGMs in December/January. This means there will be an election for two positions at each Divisional Conference (Civil Service and Services & Enterprises) in April 2018.
