CPSU Officers and Staff



Eoin Ronayne – General Secretary (GS)
Eoin took over as General Secretary in March 2012. He was previously the Deputy General Secretary and Financial Secretary having joined the CPSU from the National Union of Journalists in 2002 where he was the senior official in Ireland for eight years. Prior to that he was a broadcast journalist and radio producer with RTE. He holds an honours degree in Business Studies (Industrial Relations) and a post graduate diploma in Employment Law both from UCD. He is a member of the ICTU Executive Committee and the National Central Administrations Committee of EPSU.
Policy/National Issues: The GS is the union’s CEO managing all aspects of the organisation including Head Office Staff, the HQ Membership Unit while overseeing all representative structures such as the Executive, Branches and National Committees. On a day to day basis he handles our Internal and External Communications including the development of a new website, Facebook and Twitter accounts and editing Aontas. The GS leads the ongoing Amalgamation discussions and will head up the Pay & Conditions Restoration Campaign. He represents the union at ICTU, EPSU and in dealings with Government/DPER.
Industrial Relations: Oversees IR allocations and activity of all officials; manages national industrial relations policy at ICTU and with Government.
Executive Sub-Committees: F&GPC, Pay & Conditions and Amalgamation.

Derek Mullen – Deputy General Secretary (DGS)
Derek was appointed Deputy General Secretary in November 2012 having worked for the union as an Assistant General Secretary from 1994. He was first appointed to the CPSU two years earlier. He was National Secretary of the Irish Customs and Excise Association which merged with the CPSU in 1990. Derek holds an honours degree in Industrial Relations and Personnel Management from the NCI.
 Policy/National Issues: Derek handles all Civil Service General Council/Staff Panel business. Some of this work is delegated such as the Equal Ops Committee, T&S, and Health & Safety. He will assist the GS in the Pay & Conditions Campaign and lead our work on Outsourcing & Redeployment.
Industrial Relations: The Justice cluster including Justice, Garda, Garda Ombudsman, Courts, Court Messengers, Prison Service Law Reform, Legal Aid, Probation, CSSO, AGs, DPP, Family Support Agency, Defence and OGP (for the establishment stage at General Council). IRO Denis Keane will work to Derek on his IR allocation while Theresa Dwyer AGS will handle the Garda Equal Pay case.
Executive Sub-Committees: Pay & Conditions, Amalgamation, F&GPC.


Des Fagan – Financial Secretary (FS)
Des has been Financial Secretary since 2008 when he joined the CPSU from the National Union of Journalists where he worked for five years as their Regional Organiser. Prior to that he was a full-time official of the GPMU (now part of UNITE). Before becoming an official he was an active lay representative in the print union at all levels. He has a degree in Business Studies (Industrial Relations) from UCD and an advanced diploma in Employment Law from King’s Inns.
 Policy/National Issues: Manages the financial affairs of the union and the Finance Unit in HQ. Des is the union’s Training Officer delivering representatives training courses. He is currently pursuing formal accreditation for the course and exploring linkages with other trade union run courses. He is the CPSU representative on the Right2Water Campaign.
Industrial Relations: Social Protection, Pensions Board, (Moira Haslam will report and work to the FS on this allocation).
Executive Sub-Committees: F&GPC.


Kevin Gaughran – Assistant General Secretary (AGS)
Kevin joined the Head Office team in 1997 as an Industrial Relations Officer having previously been a Project Officer with the ESB where he was an active member of the then ESBOA serving as shop steward and Vice President. He has a particular interest in human rights issues. He holds an honours degree in Industrial Relations and Personnel Management from the NCI.
 Policy/National Issues: Kevin will oversee and develop CPSU Economic, Pension and Global Solidarity policies.
Industrial Relations: The JEI cluster [JEI, HSA, Injuries Board, Human Rights Commission, Equality Tribunal & Authority], Agriculture/SFPA, State Labs, Foreign Affairs, the Cultural Institutions cluster [National Museum, Chester Beatty, National Library], Arts & Heritage, Health, Children & Youth.
Advisory Committees: Global Solidarity.




Paul MacSweeney – Assistant General Secretary (AGS)
Paul joined the Head Office team in 2000 as National Partnership Official in Revenue before becoming an Industrial Relations Officer and then Assistant General Secretary. He has been a Branch activist and Executive Committee member of the CPSU. He holds a degree in Business Studies (Industrial Relations).
Policy/National Issues: Paul will lead a new Recruitment/Outsourcing initiative and liaise with the ICTU Youth Committee.
Industrial Relations: An Post, Lottery, Eircom, IAA, Private Security Authority, CENR, RSA, Tourism & Transport, the Political System cluster [Taoiseach, Presidents, Oireachtas, Ombudsman].
MIRU: Paul joins the MIRU as a Case Officer.
Executive Sub-Committees & Advisory Committees: Pay & Conditions (recruitment & outsourcing), Youth.


Cliodhna McNamara – Assistant General Secretary (AGS)

Cliodhna joined the Head Office team as a National Partnership Official in 2003 becoming Industrial Relations Officer in 2007 and Assistant General Secretary in 2011. She holds an honours degree and is a qualified Mediator and holds an Advanced Diploma in Applied Employment Law from the Kings Inns.

Policy/National Issues: Cliodhna will oversee Employment Law developments and represent the union on the ICTU Legal Affairs Committee.
Industrial Relations: Revenue Commissioners (Deirdre Nihill will work to Cliodhna on this IR allocation).
MIRU: Manage the Unit while also handling casework.
Denis Keane – Industrial Relations Officer (IRO)
Denis joined the Head Office team in 2012 as a National Partnership Official in Revenue before becoming an IRO later that year. He was President of the union for two consecutive terms having been elected to the Executive first in 1996. He holds a post graduate in Employment Law.
Policy/National Issues: Recruitment & Youth Committee (working to Paul MacSweeney).
Industrial Relations: Working to DGS on his IR allocation – Justice Cluster.
MIRU: Case work – Justice.



Moira Haslam – National Official
Moira joined Head Office as a National Partnership Official in Social Welfare in 2004. Prior to becoming a full-time representative she was active at all levels of the union while working in Departments such as Finance, Justice, Revenue and Social Welfare. She was a member of the Executive Committee prior to her move to HQ.
Policy/National Issues: Assist FS with Training programmes.
Industrial Relations: Working to FS Des Fagan on Social Protection IR and facilitating SP Staff Engagement Process.
MIRU: Case Officer – Social Protection and other non-Justice/Revenue cases.



CPSU Admin Staff

Ann Murphy
Ann has been with the union for as long as anyone can remember being part of the team which moved into Adelaide Road from the old HQ in Leeson Street many years ago. As Office Manager she oversees the day-to-day running of the HQ team but she has held a range of roles over the years such as Information Officer. Loyalty to the members and the union is her hallmark and ADC each year is a testament to her hard work and commitment. Despite always seeming to be at her desk, Ann is a keen outdoor enthusiast.



Joan Mooney
Joany as she is affectionately known by everyone it seems is another of the union’s stalwarts from the Leeson Street days. She joined back in 1977 under the then GS Billy Lynch and over the years has worked in Membership, Benefits and General Admin. She is currently the Finance Officer looking after payroll, banking and outward payments and the processing of expenses for union representatives attending meetings etc. Joany is playing a central part in the change programme in HQ currently implementing the move from cheque payments to Electronic Funds Transfers for all transactions.



Monica Rooney
Monica joined the union in 1989 and has worked in a range of roles over the years but mainly providing admin and secretarial support to the former GS Blair Horan. Currently on a shorter working year Monica balances being a Mum to her five-year-old son and looking after Aontas transfer listings and general Administration duties. Monica places great importance on always being willing to handle members’ queries.
Ruth Murray
Another of the longer-serving members of the HQ team, Ruth is with the organisation 25 years. She has worked in most areas of Admin but is currently responsible for the Benefits Scheme in the Finance Unit under Financial Secretary Des Fagan. Again Ruth is at the core of the change process in HQ and is working on the change from the payment of benefits by cheque to Electronic Funds Transfer. Another who balances work with looking after three children, Ruth likes to find time to swim, read and shop when possible.

Ann Doyle
Ann joined the CPSU HQ in 1996 and has worked in a range of areas such as Reception, and the Benefits section of the Finance Unit. Over the last three years, she has been running our Membership Subscriptions and Records Unit implementing the major changes made to our IT database system to enable better tracking of member movements and data recording. Ann is the go to person for individual members who have queries about their membership and for Branch Representatives seeking Branch membership lists etc. She has also overseen the introduction of the bar coding of ADC delegate cards which has helped improve attendance at debates and streamlined the voting process for the various bodies elected each year at Conference.


Mary Murtagh
Mary joined the HQ team in early 1998 commuting daily from Bailieboro, Co Cavan. She has worked in all areas of Head Office including Reception, Benefits and Membership. Mary joined the new Membership Information & Rights Unit in early 2013 and provides members with help on general working conditions queries and statutory employment rights information. She’s the first point of contact in the MIRU for members who phone or email. It’s been a very challenging year for the new unit which marks a shift in the manner in which HQ handles queries about individual or personal rights in the workplace but it’s a challenge Mary is more than up for! Outside of the day job Mary has an interest in a wide range of music but leans towards rock and metal. It’s on her bucket list to see Pearl Jam again soon!



Katie Fox
Katie is one of our newest staff members and is the welcoming face and voice you’ll see and hear at our front desk reception in Adelaide Road. She joined the HQ team in February 2014 but has worked in Administration previously in other unions. Although reception and the phones in particular can be quite busy, Katie tries to make as much time as possible for each and every caller to the union.



Sandra Reid
Sandra joined the Admin team in February 2014. She has worked in customer service for over 10 years and it was the potential for even greater direct contact with people that brought her to the CPSU. She is committed to assisting members through her work in general admin and reception. Sandra has a keen interest in social media as a tool to deliver better internal communications and customer service and she will be closely involved in the development and running of the planned new union website which will have a fully interactive platform including links to Facebook and Twitter.



David Moore
David has been working with the HQ team since doing work experience in 2012. He provides admin cover to facilitate various projects such as the Garda Equal Pay Case. He has worked mainly in reception, general administration and on the IT database. He enjoys the interaction with our members and is always anxious to assist.
