SO/EO Integration

The implications of plans by DPER to integrate the SO grade into that of the EO (as set out in Circular 19/16 issued last week) were considered and debated at yesterday’s monthly Executive Committee meeting.    During the lengthy and very positive debate the Executive Committee recognised the significance of this development for SO grade members, our CO members and the Union’s structure and organisation.    There was a clear consensus that our negotiators who will meet with DPER and the PSEU in the period identified by DPER for discussion/negotiation will work to deliver SO to EO progression for SOs while working equally to deliver promotional opportunities, salary progression and clarity of job duties and responsibilities for the CO grade.

The members of the Executive Committee raised a range of queries and issues that must be addressed in the negotiations from the viewpoints of both SOs and COs and these will be fed into the discussions with management.    The Executive Committee noted that these will be complex and very important negotiations and that there will be significant organisational implications for the union after SO to EO integration takes place.    It was accepted Head Office will address those matters and report back to the Executive Committee in due course.   The Executive Committee agreed that the union must approach this matter positively on every member’s behalf with a view to protecting the interests of all members.

The CPSU and PSEU met the Department of Public Expenditure & Reform (DPER) this afternoon to commence discussions on plans to integrate the Staff Officer (SO) grade (represented by the CPSU) into the Executive Officer (EO) grade (represented by the PSEU) in the Civil Service.

At the outset the CPSU set out the union’s position as decided by Annual Conferences on maintaining the SO grade as a promotional grade for Clerical Officers (CO) while seeking increased opportunities for promotion for existing SO members with any vacancies arising backfilled at SO level from the CO grade.

DPER confirmed that it is indeed planning for the integration of the SO grade into the EO grade and that it is currently working on the details of its proposal with the other Departments in the Civil Service. The following is a summary of the key points and issues which arose in the discussions.

  • All participants set out their positions on the issue.
  • It is envisaged the process of discussion/negotiation on the DPER plans will conclude by the end of the 3rd quarter of 2016.
  • Any agreement reached should come into effect no later than January 1st
  • DPER will progress its work on detailed proposals in the coming weeks to be ready for the next meeting of the parties in mid-March.
  • These will include proposals on the assimilation of existing SO’s into the EO grade/pay scale.
  • It is envisaged by DPER that the integration will take place on a single date rather than being phased over time.
  • The proposals will set out the duties and responsibilities commensurate with the EO grade
  • Clarification will be provided on how the proposed agreement will affect all existing Staff Officers.
  • The discussions will consider the implications of the plan for the CO grade and promotional opportunities for the grade in the future.
  • The discussions will also consider the proportion of HCO posts available for Clerical Officers.

The following next steps were agreed

  • The unions will report back to their Executives and members
  • DPER will exchange appropriate statistics and data gathered in their research to date with the unions.
  • DPER will draft an agenda for the mid-March meeting
  • A set of priorities for the negotiations will be prepared

The developments today will be discussed by the CPSU Executive Committee next Thursday at its monthly meeting.

Please see attached list of areas where the Right2Water Campaign are staging local demonstrations this coming Saturday 23rd of January. The campaign is made up from a broad group of trade unions, political and interested parties who will once again turn up the pressure on those who support the introduction of water charges and what they believe will be its eventual privatisation.

The CPSU is an affiliated and active member of the campaign and requests members to support the campaign in their area and join and support the demonstrations taking place. The need to keep up the pressure is vital at this stage being so close to a general election and the appearance of large number of citizens on the streets in every location in the country both large and small will send a unified peaceful message that will secure the aims of the Right2Water campaign.

Re: Update on Tralee Intreo Office

Colleagues,

We have been advised that the results of the air testing have shown that the air quality in Tralee Intreo Office is below the advised limits under the Health and Safety regulations.

Industrial cleaners will be in the cleaning the whole office over the next two days and the office will re-open to both staff and the public on Thursday 21st January.
