RE: Regional Information Meetings for Branch Secretaries, Chairs & Committee members New Union Project.
Work on the New Union Project involving CPSU, IMPACT & PSEU has been ongoing for over three years. Reports have been presented to ADC every year and adopted by the delegates. The core negotiating teams from the early stages were the General Secretaries, President and Vice-President of each union augmented by wider groups of 10 elected Executive members from each union for key meetings. Several joint Executive meetings have also taken place during the process.
The Draft Rules of the New Union and the legal document required under Irish Law, the Instrument of Amalgamation, have been finalised and prepared for circulation. Each union will now proceed under the provisions of the Trade Union Act 1975 to ballot their own members on the proposal to form a single union as set out in that draft Rule Book and on the terms in the Instrument of Amalgamation. The documents will be circulated and made available to all members. Summary documentation is also being finalised.
The Ballot process will require General Meetings of our Branches and where necessary meetings in workplaces where members find it difficult to attend their Branch meetings. The Ballot will start on Wed 18th October and close with final ballots to be received in HQ by Midday on Friday 17th November.
Our Membership Unit is currently updating the returned ballot lists from the Branches used in the PSSA Ballot and you will be asked in the next week or so to cross check New ballot lists with your known membership. The New Union Ballot will be closely Monitored as it has to comply with the provisions of the Act.
In order to prepare for the forthcoming meetings at Branch and workplace level we have organised a series of Regional Information meetings. Please attend the one which suits your Branch best but please advise Moira Haslam email@example.com in advance so that we can make provisions for refreshments. Public Service Transport cost and appropriate official Subsistence will be provided by Head Office to those who attend. Please note time off to facilitate this Project has been granted by DPER and the attached letter may be used to confirm this to your local management.
These meetings will get a briefing of the outcome of the negotiations and will be followed by a discussion on the logistics of carrying out the ballot and the circulation of relevant information to your members.
This is a ballot of huge significance and importance for the union and the membership. For the Project to go ahead each union must vote for it. If one union fails to do so the Project will not go ahead. Costs associated with the Project are eligible for State reimbursement under the provisions of the legislation.
Please make every effort to attend a Regional Information Meeting next week and encourage your Committee colleagues to attend if they can.
